That... made no sense but in a way it did. It made sense if he stopped trying to compare it to his own world. So in Enki's world there were gods who gave power to kings and the Kirin were sent to make sure the kings did the right thing. The king couldn't be assasinated because the country would go to ruin and the person who killed them could not become king because they were not chosen.
